Message	terminals and you won't fry the output transistors on the ECU because a Voltmeter has very high resistance (i.e. it will drop the voltage). 9.5 V should be fine considering the ECU does pulse the injectors so the voltmeter won't read accurate peaks. But yes, you should check voltage to ground to see that you have battery voltage and there isn't some other issue.
